In seminar on planning the urban transportation infrastructure held by the city People‘s Committee on Nov 28, Head of the city Department of Transportation and Public Works, Tran Quang Phuong mentioned a longterm strategy up to 2020 on the city development planning will encourage better traffic circulations; however, in some years later, the measures being temporarily applied are quite important. As mentioned above, the measures are re-organizing work and school hours, bringing the order for streets and pavements, changing congested streets into one-way, re-adjusting bus-transportation, speed up suspending infrastructure projects, imposing stronger penalties, setting up standing headquarters specializing in preventing gridlocks, educating the people on traffic regulations.

According to Mr. Phuong, the city’s greatest trouble is that the annual municipal budget for investing in traffic plans meets 12 percents of demand (approximately VND 5 trillion), the remaining percents of the demand is raised from various sources including issuing bonds.

Nguyen Thanh Chinh, the chief of the Department of Judiciary of the city People’s Council, pointed out some troubles in the measure. For example, there appear such a regulation where if any laborer violated the traffic laws more than 2 tiwce, they will not be awarded in their work and be send to the local authorities for being educated. .. “But who is the educator?” he worried. Giving free-tickets to customers taking buses before 6.30 am to increase the usage of busses is his another viewpoint. He quoted a funny statement that if cars are allowed to travel in odd or even days depending on their number plates, each family need to buy 2 cars for change so that this plan fall inio failure.

Meanwhile, delegates of the People’s Council appreciated the 2020 traffic planning projects. If we do not strictly conduct them, it takes a really long time for bringing back the urban traffic order.

Dang Van Khoa, one of the delegates of the Council affirmed “Without a determination, the city traffic congestion will become a disaster, and not only the city’s authorities but also its citizens take the responsibilities”. He added the 13-coming-year project has nothing new at all and will easily fall into a 12-year-suspending one in case we do not made up a revolution of drastically administrative reform so as to crush out completely the city’s traffic snarls in 2020.

Many of them are against the plan of colleting vehicle-owner fees. Nguyen Huu Tin, vice chairman of the city People's Committee insisted HCMC would go on with the project of stacking work and school hours, dispersing disorder of streets and pavements…and maybe, there will have another project of reducing the number of vehicle-owners

The city’s traffic planning project up to 2020

Universities, colleges, vocational training schools will be moved out of the urban areas and HCMC will not allow new construction or expansion in the areas.

HCMC will develop more new towns surrounding the central city like the Thu Thiem town, the Cang Hiep Phuoc town, the Binh Quoi – Thanh Da town, the North-East high-technical Town

HCMC will adjust national railway planning by placing the last station in the surburban area and stop planning on construction of national railway route through the inner city.

It is necessary to accelerate investment procedures for the contruction of Long Thanh International Airport and to finish in the deadline of 2010.

In short term of 2008-2010, bus system is a main public transportation. However, when the urban subway-monorail system are publicly used, bus will be changed from the main mean into collecting transportation and will help to solve 12-14 percents of moving.

HCMC will build 7 highways:

  1. HCMC - Trung Luong highway
  2. HCMC - Long Thanh – Dau Giay highway
  3. Tuy Hoa – Vung Tau highway
  4. HCMC – Thu Dau 1 highway
  5. HCMC – Moc Bai highway
  6. Southern Inter-region highway
  7. TPHCM - the West highway

Head of the city’s Department of Transport and Public Works Tran Quang Phuong admitted in the meeting in Octorber that accident cases had decreased 17 percents in comparrision to previous month, but the traffic order had been unalterable.

The 9 measures the city’s leaders is applying in fighting against traffic congestion are: re-dividing lanes for some certain streets, reducing some bus routes, installing more cameras, imposing stronger penalties, re-ordering streets and pavements, stacking school and office schedules…

However, representatives of related organizations all commented applications of projects are not quite effective. “Be more determined in launching the projects, find out confusing measures that can not be carried out, give the reasons and disentangle the problems,” presented Nguyen Huu Tin, vice chairman of the city People's Committee.

In presenting the project on stacking school and office schedules, the representative of the Department of Transportation and Public Works denoted “related organizations considered the project and have been investigating about referendum, though the result is that we have to wait”. The stacking project has not been applied in offices.

Representatives of the Department of Education and Training complained that they have let parents come into the schoolyard for picking up their children. Uncomfortably, that they smoke and wear shorts causes a bad school impression. Besides, other parents come earlier and therefore travel around. That makes traffic congestion even worse.

Recently, after one month of carrying out the plan of delaying a half of hour, some of kindergartens in district 1 had to suggest to the Bureau of Education that the school hours should be as it had been. The parents blaimed they had not enough time to get to work after dropping off their children; At the school gates appeared the spectacle of jostling, shouting parents and students waiting to send the children to the classes.

“If the office hours are not stacked, kindergartens themselves can not change the school time since it is not suitable with parents’ time and that causes problems”, said a director of a kindergarten to VnExpress.

Another solution of reducing some bus routes by the Transportation Department was brought about but not effective because buses still travel too many in rush-hours. In stead of using smaller buses, many big-sized ones still have been means of transportation traveling into streets being constructed, causing gridlocks. An idea states that the Department should become the leading organization forcing their employees to take buses to work. However, few people approve the solution.

HCMC was ashamed to accept the fact that the compaign against disordering pavements which was intended to be finished by Oct 10 was only a feasible solution on documents.

According to the report of Traffic Safety Department, an urgent requirement of re-organizing the order of streets and pavements is carefully considered by districts’ leaders; however, due to the too pressing deadtime (before Oct 15), they can not fulfill their duties. Most of them come to the same conclusion that if wanting to get the success, they have to spend much more time to overcome many real sophisticated troubles.

Up to now, just waiting for direct instructions, at local areas has no progresses, but some light warnings in reorganizing the order of streets and pavements.

Vice chairman of the city People's Committee, Nguyen Huu Tin displeasingly said, one of the obligatory conditions of doing business -having a parking lot- hasnot been tightly examined. Therefore, he commanded the process and the limited time of road reorganization must be announced publicly to the city dwellers.

With more and more people migrating to the city, there must have enough room for used vehicles, he added. However, underground parking lots will not probably be built in one or two days as well as roads will be not immediately constructed. Having the awareness, the city’s leaders have to turn to other practical measures that are letting businessmen storing vehicles in their house, collecting higher fees, coordinating and constructing paking lots from barns and empty sites of enterprises aroud.

“Possibility of the burst of traffic congestion was warned 10 years ago, though the state agencies have not had any positive measures. Therefore, ‘grass grows under feet’, it reflects local authorities’ shortsightedness”, admitted Le Hieu Dang, vice chairman of the HCMC Fatherland Front Committee.

In the conference for urgent solutions to traffic congestion and road accidents held by the Fatherland Front Committee yesterday, Mr Dang commented the leaders had given some solutions that were not effective. “It is basically because the city didn’t determinedly conduct measures available as well as enforced documents. A typical example is street encroachment problem which was reported regulatedly before Oct 15 by local districts’ authorities. Up to now, there have been no changes,” said Mr Dang.

Vice Chairman of Vietnam Journalist Associations, Mr Dinh Phong suggested that there should not be an overloaded population in the inner city and it would be more reasonable if there is a move of colleges, train station, bus stations to suburban areas.



HCMC with a 10-million population has been heavily suffering from the constantly increasing number of vehicles. Everyday, the city has averagely 1200 motorbikes and 100 automobiles newly registered. The number of vehicles, together with the additional number of vehicles from out-of-town causes an unavoidably overloaded state to the city.

Deputy Chief of Bureau of Traffic Management, Dau An Phuc indicated a large number of measures will be applied to curb gridlocks up to the end of this year. Particularly, the order of street pavements will be strictly re-organized, plans of moving markets encroaching streets will be submitted in November. For instance, the night market Ki Hoa on Cao Thang Street will be discontinued to return space for circulation.

Some routes in the areas of Nguyen Thai Son – Nguyen Kiem, Cong Quynh – Bui Thi Xuan will be lane-divided. The Transportation Department make projects on altering circulative directions of streets or resizing the width of lanes depending on rush-hours; re-check all the bus routes, move bus stops which are near intersections, which are close to eachother and which are placed at the positions with high road-accident density.

Projects on stacking school and office schedules, charging vehicle-owner fees, imposing stronger penalties on traffic violators… were re-proposed for a referendum before enforcing by the Transportation Department.

However, the Front’s representatives said that the solutions proposed were infeasible and that the city’s authorities fell into embarrassment and confusion in preventing congestion.

Mr Dinh Phong indicated some problems in imposing stronger penalties on traffic violators. For an example, vehicle capturing is unreasonable. He suggested in stead of prisoning vehicles which is a matter for there is not much room enough for keeping them, fines should be heavy and traffic law violations are not missed.

Another idea is that the city should disentangle the problems, find out ways to live with traffic jams, not prevent them by prohibitions. “The project on allowing automobiles to travel on days odd or even depending on their number plates is unfeasible since everyone has rights to use their own vehicles when necessary,” contributed lawyer Nguyen Van Hau. Mr Phong even made the hall bursting out laughing when he showed a case where his wife was in labor on an even day while the number plate was odd. Then she had to wait till an odd day or to take a public transportation to hospital.

The Front’s representatives suggested the Transportation Department should proclaim to the public about starting and ending day of road constructions so that inspection and supervision will be better. Many major constructions of traffic, technical infrastructure in the central city have been slowly conducted, which considerably narrows streets and recently causes traffic congestions in rush-hours.

It is an annual loss announced yesterday (Sept 20) by the Department of Transportation and Public Works. Again, many measures, for instance stacking school and office schedules, building subways and monorails, are proposed. Experts, however, have stated that HCMC needs headquarters specializing in preventing gridlocks.

The amount of 14,000 billion completely lost from the city traffic jams is nearly a half of the domestic budget revenue of 2006, is equivalent to the total damage of the 2006-nation-bird-flu and is much enough for irrigational systems for the whole Mekong Delta during the 2006-2010 period.

Speaking at a meeting with the Organization of Supervision on the National Defense and Public Security Committee on Sept 20, the head of the city People’s Committee, Le Hoang Quan considered traffic jams in HCMC as crowds of ants jostling out from ant-hills when looked downward from above. He frustratedly added that every citizen dissipates 15 minutes for jams and with millions of people; it caused the city an awful, tremendous waste.

According to the Department of Transportation and Public Works, the main reasons for recent traffic snarls are the sky-rocketing number of vehicles, the unfinished construction and rebuilding projects curbing circulations, the extreme priority for bus-transportation running in lanes for motorcycles, the unreasonable divisions of lanes and the encroachments over busy streets.
Head of the city Department of Transportation and Public Works, Tran Quang Phuong said there should be immediate solutions against traffic congestion for rampant areas to be dispersed. One-way street dividing will continuously be considered and enforced. For better customer services, bus-transportation needs re-adjusting by lane-rerouting and competitive bid. Though, having pointed out the measures, he only said “the traffic congestion may be improved better”.
Racing for preventing traffic snarls
A project with many programs against traffic snarls has been recently submitted to the city People’s Committee by the Department of Transportation and Public Works and is supposed to be approved in the manicipal authorities’ meeting on Sept 22.
Besides, the Department proposed to complement another lane in streets which are over 8-meter width and have a queuing line of automobiles spreading across roundabout. Using regularly interrupted lines for division, a two-lane street is divided into two three-meter lanes for automobiles and one for motorbikes. The project which the Department considered feasible and which can be fastest conducted will be applied in areas of district 1 and 3; then in those of other districts in the fourth quarter.
The city also examined the application of outer bypass to prevent more-than-16-seat automobiles from transporting passengers in rush-hours from 4:30 pm to 7 pm and urged to accelerate some key projects in city sphere, such as Nam Ky Khoi Nghia – Nguyen Van Troi enlarging project, Nguyen Van Cu bridge building project, Thu Thiem bridge plan and city arch culvert improving project…
The Department suggested that certain streets in centered areas should be off-limits to motorbikes and automobiles in order to reduce urban gridlocks.
One of the causes of gridlocks is the suspending status of the construction of infrastructure projects. Therefore, the city should have a harsh penalty for contravening constructions as well as forced to reconstruct the streets’ surfaces for ensuring traffic order and security.
Lack of headquaters

Talking to VNexpress in the afternoon Sept 20, the director of International University, Ho Thanh Phong- who is an expert of traffic congestion and has had many proposals of traffic snarls solutions for the city from 1999 to present- commented all the measure suggested and conducted by the Department are temporary. In the other hand, traffic control of the city has not gotten effectiveness, especially, lacked of administrative headquarters.

The city has made a map of traffic congestion spots; in fact, he implemented there is only an inadequated coordination between traffic police and assault youth at the spots. He imagined there would appear an administrator organization in front of twinkling electrical map for commanding to beak up traffic congestion at any places when receiving a call from traffic police.
Concerning to traffic-lanes division, Mr. Phong maintained that it is an optimal but inadequate measure for tackling traffic congestion for its partial effect on some certain street. For example, when VVT and NTMK rerouted into one-way street for 3 months ago, the two streets seem airy but there appeared traffic jam in other around street like traffic congestion on CMT8 Street.
By using reproducing technique on computers for studying of traffic congestion solutions, Dr. HTP suggested some long-term strategies such as developing the infrastructure by constructing more overpasses; optimizing lane divisions by calculating red-traffic stopping length time, allowed speed and lanes for turning left or right; placing traffic lights at roundabouts…
In November, the project against traffic congestions by Ho Thanh Phong and his assistants is supposed to be submitted to HCMC Technological Scientific Department.
